
Mineral Extraction Project
What documents are required for mineral extraction?
Once information on the reserves in the exploration area is known and the geological survey report has been approved by the Latvian Environment, Geology and Meteorology Centre (LEGMC), the following documents must be obtained in order, for mineral extraction:
- Mineral deposit passport;
- Extraction limit for the mineral deposit;
- Technical specifications;
- Initial or full environmental impact assessment (if required);
- Permit for extraction of commonly occurring minerals (e.g. sand, sand-gravel) or a subsurface use license (e.g. for dolomite, peat);
- Mineral extraction project and its approval.
The mineral deposit passport is issued by the State Environmental Service based on the information provided in the application, including the reserve approval protocol. The passport specifies who conducted the survey, the type of mineral, material quality indicators in the deposit, reserve volume, etc.
The mineral extraction limits issued by the State Environmental Service indicate the volume the developer is allowed to extract from the specific deposit. Typically—but not always—this amount corresponds to the volume approved by the Latvian Environment, Geology and Meteorology Centre (LVĢMC). The mineral deposit passport and extraction limit can be obtained simultaneously.
Technical specifications must be obtained from all relevant institutions involved in the project—the State Environmental Service and, depending on the deposit’s location, possibly also from:
VSIA “Properties of the Ministry of Agriculture”
AS “Sadales tīkli” (Electricity distribution network)
VSIA “Latvian State Roads”
The National Heritage Board.
The technical specifications provide guidelines for conducting extraction works and designing the quarry, including safety measures, extraction technologies, etc.
If extraction is planned on an area of 5 ha or more, an initial environmental impact assessment must be performed. If the extraction area is 25 ha or more, a full environmental impact assessment is required.
Once the technical specifications are received, a permit for the extraction of commonly occurring minerals (e.g. sand, gravel) must be requested from the relevant municipality. For extraction of dolomite or peat, a subsurface use licensemust be requested from the State Environmental Service.
The approval of the planned land reclamation method must also be obtained from the municipality.
Mineral Extraction Project
Once the permit or the subsurface use license has been obtained, a mineral extraction project is developed, taking into account all the requirements specified in the permit, the technical specifications, as well as the client’s needs and preferences. The mineral extraction project must describe the entire extraction cycle, including:
site preparation for operation,
the extraction process itself,
the technological scheme for processing the extracted minerals,
and the type and measures of land reclamation.
Once the project is completed, it must be approved by all institutions involved in the project. Only after obtaining these approvals is the extraction of mineral resources permitted.
